ABSTRACT

Maritime security is facing many challenges due to war conflicts, geopolitics, sanctions, and pandemics. The supply chain for maritime containers has faced considerable obstacles as a result of the COVID-19 pandemic. Numerous factors, such as port closures, travel restrictions, and a decreased workforce, have impacted the supply chain. The risk of cargo theft, piracy, and other security events has increased as a result of these difficulties. Therefore, it is essential to look at the risk variables that may affect the security of the marine container supply chain during the pandemic. This research paper highlights those risks through the following three indexes: the likelihood index (LI), severity index (SI), and average risk index (ARI) by analyzing 64 risk factors that were prepared and designed by incorporating the Delphi expert survey technique to prepare a systematic questionnaire. The article addresses worries over the COVID-19 pandemic's effects on international supply networks. The causes of the most recent global shipping industry disruptions and their impact on supply chains have been thoroughly examined. In order to reduce the number of disruptions in global supply chains and lower the direct and indirect costs for consumers, the authors have also mentioned the necessary actions that must be implemented. The results concluded after the analysis pointed to "management activities,” such as human resources or the working environment as having the highest possibility of going wrong, whereas "operation activities” were judged to likely be the fatal ones if the security of maritime containers was ever compromised. The main objective of the study is to evaluate how the COVID-19 epidemic may affect international shipping, particularly container shipping, which is currently the most important link in the world's multimodal land–sea supply chains.

ABSTRACT

In the maritime industry, The unanticipated COVID-19 viral epidemic is an unforeseeable circumstance, and other nations implemented enormous containment measures to stop the Coronavirus epidemic from spreading around the world. Thus, directly affecting the maritime shipping sector. This paper will discuss the current problems facing the shipping industry, taking into account the congestion problems, delays, and uncertainty timeframes, using the Los Angeles port as a case study. These problems and more were addressed directly by increasing the operating hours, workload, and available staff, and indirectly by looking for alternatives for shipping goods, and creating more cargo space, furthermore, this study will use Monte Carlo simulation to predict the effectiveness of these solutions on the congestion at the port.

Depending on whether or not there is a chaotic condition, the outcomes of decision problems and the factors determining the outcomes of the problem may differ. Different criteria can be introduced for decision makers' preferences in chaotic conditions, and the importance levels of the criterion can fluctuate. Despite the fact that the COVID-19 epidemic has had an impact on the aviation industry, air cargo transportation has performed well during this time. From this perspective, the impact of chaotic events on the selection of an air freight firm is investigated in this study. With Multi-Criteria Decision Making (MCDM) methodologies, a new decision-making framework is proposed, which is an effective solution method for choice makers to finalize decision problems. The Bayesian BWM (Best-Worst) method, which is one of the new ways, is used to establish the criterion weights, while the WASPAS method is utilized to rank the air cargo businesses, due to the more sensitive reaction of the newly proposed methods. As a result, these two approaches are combined, and the ranking results are compared to the TOPSIS and COPRAS methods, with the outcomes examined. As a result, in a chaotic environment, the most essential consideration for selecting an air freight company appears to be economic criteria. Cut, cooled, packed, transported and traded all over the world, flowers represent a showcase of a worldwide integrated trade-logistics system. As one of the most perishable, vulnerable and time-critical products, speed is everything in harvesting, moving and trading of flowers. In the international trade of flowers and logistics of florticulture products, the Netherlands is the largest center of trade and logistics of flowers, taking a share of more than 40% in global cut flower export volume. When COVID-19 hit the world, this ever-moving system came to a full stop. What did this mean for the trade and logistics system? Which players were hit most? Did the crises change the system, just interrupt it or has it set the stage for developments already under way to strengthen and accelerate? This chapter presents and discusses the international position of the Dutch trade-logistics system as the most dynamic part of a worldwide flower industry. It sketches key trends in the industry over the last decade and draws a line towards possible post-COVID-19 scenarios for the worldwide flower industry and the international position of the Netherlands. The Dutch flower industry has shown incredible resilience to the external shock of COVID-19, but the crisis also has uncovered some weaknesses of the international flower industry. However, the chapter concludes that it is unlikely that these weaknesses will change the direction of developments in the sector, some of which already started to take shape in the 1970s. The chapter is based on pre-COVID-19 research and literature on the trade-logistics hub of the Netherlands, an analysis of trade and logistics data from around 2000 up to the first months of 2021, and existing economic scenarios for the flower industry and world trade. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2022.

ABSTRACT

Due to a high level of dependency on fossil fuels, transport is not only a priority for decarbonsation but also a particularly challenging sector to decarbonise. Significant low-carbon energy transitions in mobility will require changes in practices, technologies, infrastructure and policy. Cycle logistics is a growing economic sector. Ecargo bikes have the potential to replace some delivery and service journeys and to be used in combination with other transport modes to form a network of low-carbon deliveries. In comparison with conventional cargo bikes, e-cargo bikes are adapted with electric assist motors, thereby enabling the carriage of heavier loads over longer distances with lower physical strain on the rider.This study positions e-cargo bikes as an emerging technology within the Multilevel Perspective (MLP), a framework for understanding sustainable transitions that is structured around three levels: niche, regime and landscape. The Covid-19 pandemic has caused a landscape-level shock that has prompted an interest in increasing active travel and local deliveries. E-cargo bikes are a niche technology, and, although they respond to landscape-level trends, such as decarbonisation and air pollution reduction, the development of cycle logistics faces challenges stemming from the dominant automobility regime. There are limitations with e-cargo bikes themselves, although the technology and practice of e-cargo bike use are developing rapidly;there are factors that relate to the ability of the regime to accommodate and support the niche;there are considerations relating to practices and perceptions;and, finally, there are policy choices that reflect a lack of proactivity in encouraging and enabling e-cargo bike use. The paper explores experiences and perceptions of actual and potential e-cargo bike use and configures the MLP and the relationship between niche, regime(s) and landscape in relation to mobility transitions.

ABSTRACT

The COVID-19 pandemic has hit the transport industry across the world since February 2020. Using data from the Hong Kong International Airport, we obtained seasonal autoregressive integrated moving average models for passenger movements and air cargo for 2005–2019. The COVID-19 impacts on passenger movements and air cargo were estimated based on differences between the predicted and actual monthly values in 2020. We found that the total number of passenger movements dropped by 86.2% while the total volume of air cargo dropped by 6% in 2020. Additionally, the GHG emission due to the use of aviation kerosene was 10.5 Mt of CO2-eq in 2020;down from 20.8 Mt of CO2-eq in 2019 (i.e., a drop of 49.5%). We also found the significant improvement of visibility at the airport – a rare upside of the COVID-19 pandemic. The COVID-19 pandemic has led to high unemployment rate in the transport and tourism-related sectors and has a negative economic impact on the aviation sector. ABSTRACT

This study analyses and discusses how the unique cargo movements in Japan and changes in the social environment during the COVID-19 pandemic have affected social life. Since the outbreak of COVID-19, cargo movements in Japan have undergone significant changes. This study analyses cargo movements in Japan by showing correlation coefficients to indicate the extent to which each industry was affected by the spread of the new coronavirus to infected persons. The heightened awareness of the pandemic caused by the state of emergency led to the closure of many stores and a decline in outbound shipments. Although the volume of incoming shipments increased, the volume of outgoing shipments did not. As a result, warehouse vacancy rates declined. Therefore, the study revealed that distribution centers in Japan are becoming more self-sufficient, and cloud-based logistics information systems are becoming more widely used. © 2023 Kuninori Suzuki et al., published by Sciendo.

ABSTRACT

This paper examines the effect of security oversight on air cargo price and demand. We exploit variations in security oversight instituted by the International Civil Aviation Organization (ICAO). We estimate a simultaneous equation model using proprietary operations data from a major airline in South Korea over the period 2009–2013. This study explores the shipping-charge behavior of a service provider through a modeling approach that considers air cargo security. Our findings show that security oversight increases air cargo demand, controlling for the effect of price. Improving security measures increases the air cargo price, but the magnitude of this increase is small. Our results should help policymakers gauge the benefit of improved security and help airlines design an effective model to determine future air cargo shipping charges under high uncertainty to mitigate short- and long-term financial risks.

ABSTRACT

This study examines the development of a machine-learning model to forecast weekly throughputs of dry bulk cargo in the short term based on automatic identification system (AIS) data. Specifically, the weekly amounts of iron ore exported from several major ports in Australia and Brazil in the latter half of 2019 are forecasted three weeks in advance using a long short-term memory model. We examine many variables extracted from AIS data, including the vessel position, speed, draught, and destination, as the input features of the model. Consequently, we develop a highly accurate forecasting model that uses four influential variables derived from AIS data, namely, vessel traffic around the target port and in the region, vessel traffic at major partner import ports, and vessel traffic at the target port during the past year. Finally, by forecasting the weekly port cargo throughputs in the first half of 2020, which was affected by the COVID-19 pandemic, the applicability of the model is confirmed, even for ports where the throughput fluctuates significantly. In particular, this study demonstrates that AIS data are beneficial not only as a real-time traffic database but also as a database containing various related explanatory variables, including historical vessel traffic. A case of medical evacuation due to co-infection of Legionella pneumophila with SARS-CoV-2 highlights the need for international infection control guidelines, information networks, and molecular epidemiological approaches for identifying infection routes.

Increasing the level of containerization in Russia is a source of competitiveness growth, since it focuses on increasing the efficiency of nationally oriented logistics and integration into global logistics chains, ensures transparency and productivity of the transport and logistics sector. The negative consequences caused by COVID-19 have affected freight transportation by all modes of transport. The reaction of carriers to the existing challenges largely determines the trajectory of development not only of railway container transportation, but also the format of the development of Russian cargo traffic for the coming years or even decades. The purpose of this study is to develop measures to increase the mobility of container cargo turnover on Russian railways and indicative designation of possible effects from their implementation. We prove that the development of infrastructure, stabilization of tariff policy, optimization of operational activities, expansion of the digital platform significantly affects the qualitative and quantitative development of rail container transportation based on mobility and logistics efficiency. The methodology of the study is based on the analysis of the target indicators of containerization of Russian railways for 2010–2020, the main product line of container transportation and competitors of the railway by means of transport. As a result of the study, trends in the growth of the share of container cargo turn-over on the Russian railway network are determined, the support of digital tools is justified in order to increase the mobility of container cargo turnover, a set of mechanisms for supporting and developing railway container transportation based on mobility and logistics efficiency is proposed. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Due to a high level of dependency on fossil fuels, transport is not only a priority for decarbonsation but also a particularly challenging sector to decarbonise. Significant low-carbon energy transitions in mobility will require changes in practices, technologies, infrastructure and policy. Cycle logistics is a growing economic sector. E-cargo bikes have the potential to replace some delivery and service journeys and to be used in combination with other transport modes to form a network of low-carbon deliveries. In comparison with conventional cargo bikes, e-cargo bikes are adapted with electric assist motors, thereby enabling the carriage of heavier loads over longer distances with lower physical strain on the rider. This study positions e-cargo bikes as an emerging technology within the Multilevel Perspective (MLP), a framework for understanding sustainable transitions that is structured around three levels: niche, regime and landscape. The Covid-19 pandemic has caused a landscape-level shock that has prompted an interest in increasing active travel and local deliveries. E-cargo bikes are a niche technology, and, although they respond to landscape-level trends, such as decarbonisation and air pollution reduction, the development of cycle logistics faces challenges stemming from the dominant automobility regime. There are limitations with e-cargo bikes themselves, although the technology and practice of e-cargo bike use are developing rapidly;there are factors that relate to the ability of the regime to accommodate and support the niche;there are considerations relating to practices and perceptions;and, finally, there are policy choices that reflect a lack of proactivity in encouraging and enabling e-cargo bike use. The paper explores experiences and perceptions of actual and potential e-cargo bike use and configures the MLP and the relationship between niche, regime(s) and landscape in relation to mobility transitions. © 2023 The Authors

ABSTRACT

The transport and logistics sector, which include freight forwarders companies, constitutes a vast network of entities that are central to a good performance in services. With the COVID-19 pandemic and its effects on the global economy, there was a huge shortage in the number of containers available, thus creating the need to optimize the loading of available equipment to avoid waste and maximize profits from each export. The present work presents a novel approach where a set of restrictions were created that, applied in synergy with the Non-Linear GRG algorithm, aim to allocate the boxes in different consecutive lines until forming a wall, and, therefore, the walls complete the container, in order to maximize the occupancy on it. To validate the proposed approach a prototype was developed and studied in real-world problem where the solutions resulted in occupations around 80% to 90%. Thus, we can foresee the importance of the proposed approach in decision-making regarding container consolidation services. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

The COVID-19 pandemic has severely impacted international economics and trade, including cargo transportation. As a result, enhancing the resilience of transport and logistics in the post–COVID-19 era has become a general trend. Multimodal transport, with its advantages of speed, large volume and multiple modes, has increasingly gained attention from countries worldwide. However, multimodal transport logistics is a complex and systematic process. Its smooth flow depends not only on the transport itself, but also on the efficient supervision of customs and other government departments at ports. This study employs the theory and method of a super-network to establish a model of multimodal transport logistics, which includes TIR-based sea–road multimodal transport and customs supervision relationships. Structural and resilience-related characteristics of the super-network are analyzed, and performance parameters of the super-network are proposed. A simulation analysis is conducted, and based on the results, countermeasures to improve the resilience and promote risk management of multimodal transport logistics in the post–COVID-19 era are suggested. The findings of this study provide an exploration of more effective ways to ensure the smoothness of multimodal transport logistics and improve system resilience. The study concludes with theoretical and managerial implications. © 2023 by the authors.

ABSTRACT

Air transport is the primary module of civil aviation and because of its nature, air transport has been simultaneously affected by Pandemics and crises. The influence of COVID-19 was more devastating than the other Pandemics and crises due to its global effect. This effect has continued a long period that still this effect exists now with a slight trend. The aim of this study is to analyse the selected variables that shows the past and future trend of air transportation related to operational and financial status. These variables are the primary ones that can define the countries' general status in air transport. The forecasting results are examined by 9-months forecasting with Vector Error Correction Model. It is forecasted that slightly decreasing trend will proceed in the following 9-months for passenger transportation due to fall and winter seasons. It is forecasted that slightly upward trend will proceed in the following 3-months and slightly decreased in the other 6-months for cargo transportation due to potential economic crisis in 2023. The originality of this paper is the first research related to analyse passenger and freight transportation together with the operational and financial parameters that defined in the sample of data and methodology sections. © 2023 Journal of Cellular & Molecular Anesthesia. ABSTRACT

U.S. container ports have experienced unpresented congestion since mid-2020. The congestion is generally attributed to import surges triggered by heavy spending on consumer goods during the COVID-19 pandemic. Port congestion has been compounded by the inability of importers to retrieve, receive, and process all the inbound goods they have ordered, resulting in supply chain shortfalls and economic disruption. How can the shipping industry and government organizations predict the end of the current surge and anticipate future surges? Expected seasonal variations in import volume are associated with peak holiday shopping periods; nonseasonal import surges are signaled by other factors. The research goes beyond transportation data sources to examine broader connections between import volume and indicators of economic and retail industry conditions. The strongest and most useful relationship appears to be between retail inventory indicators and containerized import growth. From January 2018 through July 2021, there was a relatively strong negative correlation between retail inventory- and import TEU indices with a 4-month lag (corresponding roughly to the time between import orders and -arrival). In the 2020 to 2021 pandemic period the negative correlation was stronger, again with a 4-month lag. These findings suggest that observers might anticipate import surges after marked, nonseasonal drops in retail inventories, and that import surges are likely to last until target inventory levels are restored. In a broader sense, an awareness of the linkages between consumer demand, retail chain responses, and containerized import volumes could better inform port, freight transportation, and government planning and policy choices.

ABSTRACT

Sudden infectious diseases and other malignant events cause excessive costs in the supply chain, particularly in the transportation sector. This issue, along with the uncertainty of the development of global epidemics and the frequency of extreme natural disaster events, continues to provoke discussion and reflection. However, transport systems involve interactions between different modes, which are further complicated by the reliable coupling of multiple modes. Therefore, for the vital subsystem of the supply chain-multimodal transport, in this paper, a heuristic algorithm considering node topology and transport characteristics in a multimodal transport network (MTN): the Reliability Oriented Routing Algorithm (RORA), is proposed based on the super-network and improved k-shell (IKS) algorithm. An empirical case based on the Yangtze River Delta region of China demonstrates that RORA enables a 16% reduction in the boundary value for route failure and a reduction of about 60.58% in the route cost increase compared to the typical cost-optimal algorithm, which means that RORA results in a more reliable routing solution. The analysis of network reliability also shows that the IKS values of the nodes are positively correlated with the reliability of the MTN, and nodes with different modes may have different transport reliabilities (highest for highways and lowest for inland waterways). These findings inform a reliability-based scheme and network design for multimodal transportation. Practical Applications: Recently, the COVID-19 epidemic and the frequency of natural disasters such as floods have prompted scholars to consider transport reliability. Therefore, efficient and reliable cargo transportation solutions are crucial for the sustainable development of multimodal transport in a country or region. In this paper, a new algorithm is designed to obtain a reliability-oriented optimal routing scheme for multimodal transport. Using actual data from the Yangtze River Delta region of China as an example for experimental analysis, we obtain that: (1) the proposed algorithm is superior in terms of efficiency, accuracy, and route reliability, which means that the new algorithm can quickly find more reliable routing solutions in the event of urban transport infrastructure failures;and (2) highway hubs have the greatest transport reliability. Conversely, inland waterway hubs are the least reliable. The influence of national highways and railways on the multimodal transport system is unbalanced. These findings provide decision support to transport policymakers on reliability. For example, transport investments should be focused on building large infrastructure and increasing transport capacity, strengthening the connectivity of inland waterway hubs to hubs with higher transport advantages, and leveraging the role of large hubs. © 2023 American Society of Civil Engineers.
